FINDLAY CITY SCHOOLS BOARD OF EDUCATION ORGANIZATIONAL MEETING MINUTES

January 4, 2021

The Findlay City Schools Board of Education met in special session at 5:00 pm at Glenwood Middle School.

Presiding Office Dr. Siebenaler Wilson called the meeting to order. Present were Mr. Aldrich, Mr. Cooper, Ms. Eier, Mrs. Russel, Dr. Siebenaler Wilson, Treasurer Mr. Hammond, Assistant Superintendent Mrs. Miller, and Superintendent Mr. Roth.

2021-001-001 EXECUTIVE SESSION

It was motioned by Ms. Eier, seconded by Mrs. Russel to go into executive session at 5:05 pm.

Roll call: Ms. Eier, aye; Mrs. Russel, aye; Mr. Aldrich, aye; Mr. Cooper, aye; Dr. Siebenaler Wilson, aye. Presiding Officer Dr. Siebenaler Wilson declared the motion carried.

Dr. Siebenaler Wilson convened the Organizational Meeting with the Pledge of Allegiance at 6:02 pm.

2021-001-002 ADJOURNMENT

It was motioned by Mr. Cooper, seconded by Mrs. Russel to adjourn executive session at 6:02 pm and enter into the Open Public Meeting.

2021-001-003 APPOINT PRESIDENT PRO TEMPORE

It was motioned by Ms. Eier, seconded by Mrs. Russel to appoint Mr. Aldrich President Pro Tempore to conduct the meeting until the new President is appointed.

Mr. Aldrich called for a motion for nominations for President.

2021-001-004 MOTION FOR NOMINATIONS FOR THE 2021 PRESIDENT

It was motioned by Ms. Eier, seconded by Mr. Cooper to nominate Dr. Siebenaler Wilson as President.

President Pro Tempore called for additional nominations for President. No other nominations were motioned.

2021-001-005 APPOINTMENT OF 2021 PRESIDENT

It was motioned by Mr. Aldrich, seconded by Mr. Cooper to appoint Dr. Siebenaler Wilson as Board President for the 2021 calendar year.

2021-001-006 MOTION FOR NOMINATIONS FOR THE 2021 VICE PRESIDENT

It was motioned by Ms. Eier, seconded by Dr. Siebenaler Wilson to nominate Mr. Cooper for Vice President.

It was motioned by Ms. Eier seconded by Dr. Siebenaler Wilson to appoint Mr. Cooper as Vice President.

It was motioned by Mr. Cooper, seconded by Mr. Aldrich to approve the Regular Meeting Minutes from December 14, 2020 and the Board Work Session Minutes from December 17, 2020.

D. Adoption of Annual Resolutions to Meet Legal Requirements and/or Expedite Business of the District throughout the Year:

  1. Designation of Superintendent, Assistant Superintendent, and Director of Operations as Purchasing Agents.
  2. Designation of the Superintendent to act for the Board on matters pertaining to surplus property procurement and federal grant applications and reports.
  3. Authorization for Treasurer to pay utility bills and contractual obligations when they become due.
  4. Authorization for the purchase of liability insurance to protect the district, Board members, administrations, teachers, and classified staff.
  5. Authorization for the Treasurer to establish a service fund.
  6. Authorization for the Treasurer to pay school debts.
  7. Authorization for the Treasurer to pay bills prior to regular Board meetings, to take advantage of discounts.
  8. Authorization for the Treasurer to secure advances on tax monies. Authorization for the Treasurer and/or Superintendent to act as official custodians of district safety deposit box.
  9. Authorization for the Superintendent and/or his designee to approve the use of school buses for field trips outside the district.
  10. Authorization for the Superintendent and/or Assistant Superintendent to approve attendance of staff members at professional meetings and conferences outside the district.
  11. Authorization for the Treasurer to temporarily invest interim deposits, as allowed by law.
  12. Authorization for the Treasurer and/or his designee to open and read bids publicly before the Board meeting.
  13. Authorization for the Treasurer to make necessary transfers when needed (not to exceed $50,000.00).
  14. Authorization for the Treasurer to borrow funds when necessary.
  15. Authorization for the designation of the Treasurer to attend public records training on behalf of the Board of Education as required by HB 9 and allowed by OCR 109.43(A)(1).
  16. Authorization for the Superintendent to appoint such temporary personnel as needed for emergency situations, with such employment to be presented for approval by the Board of Education at the next Board meeting following the emergency.
  17. Authorization for the Principals to act as purchasing agents for purchases made through the Student Activity Funds.
  18. Authorization for the Superintendent and/or Assistant Superintendent to suspend and dismiss classified personnel in accordance with law and policy.
  19. Authorization for the Superintendent to hear appeals of suspension and expulsion as Board designee.
  20. Authorization of the Treasurer to make payments to FCS employees and other individuals, without going through the board agenda, for FCS regular season and hosted tournament events via online payment using funds generated by such events and rates established by the Findlay Athletic Director not to exceed Ohio High School Athletic Association recommended rates where applicable. Contracted workers per IRS guidelines (e.g. officials and referees) may be paid via the athletic department’s petty checking accounts (not to exceed $300.00). All security officers will be paid via FCS payroll with the exception of Findlay Police Department officers who are paid via accounts payable in order to comply with the City’s special event rate.
  21. Authorization for the Superintendent and Treasurer to enter into agreements with Educational Service Centers.
  22. Authorization for the Superintendent and Treasurer to sign agreements on behalf of the Board not exceeding $50,000 within approved appropriations.
  23. Authorization to set the Treasurer Public Official Bond amount at $50,000.
  24. Approval of the use of the following legal firms:

The Superintendent recommends the Resolution to Support a Request for FCS to Act as Sole Voting Member of Findlay Digital Academy The superintendent recommends approval and support of the Findlay City Schools’ Board of Education for the documentation labeled Minutes of Findlay City School District Board of Education Acting as the Sole Voting Member of the Findlay Digital Academy (community school), as shown in EXHIBIT B.

J. Policies
The superintendent recommends the adoption of Board Bylaws as seen at https://docs.fcs.org/District/policies/2pol/2-00_Board_By-Laws.pdf  as shown in EXHIBIT C.

This concludes the Organizational Meeting and the Board immediately began its regular meeting.

CELEBRATIONS

Mr. Roth welcomed everyone to the first meeting of the New Year. Mrs. Russel celebrated Betty Hardesty, the first female Findlay City Schools Board President, who recently passed away. She recognized Jacobs for wanting to celebrate the community and the overwhelming generosity of Marathon, Cooper, and many benevolent groups/individuals who adopted families, and Findlay Service League throughout the holiday season. Mrs. Russel also wanted to celebrate Jefferson and how glad they are to be back in session. They are reviewing their Leader in Me Wildly Important Goals. Mr. Aldrich thanked everyone for all their hard work and is looking forward to a successful 2021. Dr. Siebenaler Wilson thanked everyone for keeping up with all the changes and uncertainty. Mr. Roth thanked everyone for all of the efforts put forth by the entire FCS staff. He also celebrated one of the teachers, Taylor, at Glenwood who went above and beyond and provided a wrapped book for every student in her classroom to make sure all students received a gift. He also celebrated the OCCRRA Pandemic grant Kathy Young wrote to assist Washington Preschool.

PUBLIC PARTICIPATION

Jesse Hankins spoke on behalf of FEA. He discussed how excited he was to have students back on Zoom and wanted to advocate for the staff and students to the Board to make the best decision for all parties involved during the pandemic. Findlay High School student, Emily Barberree spoke about the current learning model. She explained how she surveyed FHS students regarding remote and hybrid learning. She provided charts to the Board on her results. She had an overwhelming response from students who wanted to be back in the classroom.

It was motioned by Ms. Eier, seconded by Mr. Cooper to waive Board Policy 9.22: Extra-Curricular Activities in reference to Eligibility (A-C) to align with the OHSAA waiver of Bylaw 4-4 (Scholarship) through the 20-21 school year, effective 11/4/20.  Board Policy 9.22 to be reinstated for the 21-22 school year.

SUPERINTENDENTS COMMENTS

Mr. Roth discussed that he is meeting with Hancock Public Health this week and will have additional information for the Board prior to their Special Meeting the week of January 11, 2021. He will be scheduling a Special Board Meeting the week on January 11, 2021 and a Board Work Session to finalize the Strategic Plan. He reminded everyone that January 18th is Martin Luther King Day and there is no school. There is a scheduled two-hour delay January 22nd and the next regular Board of Education meeting is January 25, 2021 at Glenwood.
